San Bernardino County Land Use Services Department is seeking proposals from qualified consultants to conduct a comprehensive fee analysis and cost recovery study for departmental services. The selected consultant will evaluate existing fee structures, analyze direct and indirect service delivery costs, benchmark fees against comparable jurisdictions, and recommend updated fee schedules that align with legal requirements and financial sustainability goals. The work includes reviewing operational workflows, conducting time and task analyses, identifying opportunities for new or revised fees, and developing methodologies for ongoing annual fee adjustments. Services will support multiple divisions including Planning, Land Development, Code Enforcement, and Building and Safety. The consultant will also prepare draft and final reports, provide presentations to County leadership, and develop editable fee models and training materials for staff use.
