The City of Salinas is seeking qualified nonprofit organizations to operate and manage a Financial Empowerment Center (FEC) that provides free, one-on-one financial counseling services to residents. The selected provider will be responsible for hiring and supervising certified financial counselors, delivering multilingual services (including English and Spanish), conducting outreach, and maintaining data tracking systems aligned with the Cities for Financial Empowerment Fund standards. The provider will also support community engagement efforts, partnerships, and program marketing while ensuring compliance with training and reporting requirements.
