Fire Department Master Plan
The City of Chula Vista is seeking qualified consultants to develop a comprehensive Fire Department Master Plan that will guide operations and strategic direction over the next 10–15 years. The selected consultant will conduct in-depth analyses of current service delivery models, response performance, staffing, facilities, and future capital needs. The scope includes preparation of multiple integrated planning components such as a Strategic Plan, Community Risk Assessment, Standards of Cover, and Bottom-Up Reviews of training, staffing, and ambulance transport systems. Additionally, the consultant will create a Leadership Succession Plan to support long-term organizational sustainability. The project requires extensive stakeholder engagement, including workshops, surveys, and meetings with department personnel, leadership, and the community. The resulting plan will serve as a data-driven framework to enhance emergency response effectiveness, address emerging risks, and align fire services with the City’s rapid growth and evolving public safety needs.
