Fiscal Review And Controls Development
The County of San Mateo Department of Emergency Management is seeking qualified firms to conduct a comprehensive fiscal review and develop a structured fiscal governance framework. The selected consultant will assess existing financial systems, internal controls, budgeting processes, and compliance practices, particularly in relation to federal regulations such as Title 2 Code of Federal Regulations Part 200. The scope includes performing a current-state fiscal assessment, identifying gaps and inefficiencies, and recommending standardized internal control mechanisms aligned with federal, state, and local requirements. Deliverables include a Fiscal Controls Framework, an Internal Fiscal Audit Policy and Procedures Manual, a Budgetary Oversight Plan, and an implementation roadmap with associated staff training. The engagement aims to strengthen transparency, accountability, regulatory compliance, and financial sustainability across departmental operations, particularly in grant-funded and emergency management programs.
