WHAT THEY WANT

(Summarized from the RFP)

The Water Forum — a collaborative partnership of water providers, environmental organizations, business leaders, local governments, and community stakeholders administered as a department of the City of Sacramento — seeks qualified firms to be placed on an on-call pre-qualified consultant list for five categories of professional services spanning October 2026 through June 2031 (five City fiscal years). The Water Forum pursues two coequal goals: providing a reliable and safe water supply for the Sacramento region and preserving the fishery, wildlife, recreational, and aesthetic values of the lower American River.

The RFQ's SOQ requirements request that proposers list current General Liability, Auto Liability, Professional Liability, and Workers' Compensation coverage. May a sole proprietor with no employees submit an SOQ if the proposer does not currently carry General Liability or Professional Liability insurance, but commits to obtaining all insurance required by the applicable agreement before contract execution or commencement of work? If not, please confirm which coverages and minimum limits must be in force and evidenced at the time of SOQ submission. Please also confirm whether the no-employees Workers' Compensation certification and the no-vehicle-use Automobile Liability certification may apply when factually accurate.
