Flexible Housing Subsidy Pool Operator
Ventura County Behavioral Health is seeking a qualified organization to serve as the operator for a Flexible Housing Subsidy Pool designed to support individuals experiencing homelessness who have serious behavioral health conditions. The selected operator will serve as a fiscal intermediary, administering rental subsidies and coordinating multiple housing funding streams to accelerate housing placement and ensure continuity of assistance. Responsibilities include managing rental subsidies, administering flexible housing funds, tracking expenditures by household and funding source, and ensuring compliance with federal, state, and local housing regulations. The operator will also engage property owners, secure housing units throughout Ventura County, administer risk mitigation and incentive funds, and coordinate with housing providers and service agencies. Additional duties include hosting housing fairs, matching households with housing opportunities, maintaining a database of housing units, and supporting reporting and compliance through the Homeless Management Information System. The program aims to streamline housing assistance processes, reduce administrative barriers, and improve housing stability outcomes for vulnerable residents.
