The City of Forest Grove is seeking proposals from qualified consultants to develop an updated Parks, Recreation, Open Space, and Trails Master Plan to guide system-wide planning and development over the next ten years. The consultant will evaluate existing parks, recreation facilities, trails, and open space assets and analyze community demographics, recreation trends, and service demands. The scope includes system asset inventory, staffing and organizational analysis, financial sustainability review, public engagement, partnership evaluation, and identification of service gaps. Consultants will work with City staff, advisory committees, and stakeholders to establish strategic goals, policies, and prioritized capital improvements. The project also includes feasibility analysis for a potential multi-use recreation facility and evaluation of existing facilities such as the Aquatic Center and Senior Center. The final deliverable will be a comprehensive master plan containing implementation strategies, investment priorities, and policy guidance to support equitable access, system expansion, and sustainable recreation services for the growing community of Forest Grove.
