Grant Management System
The County of Monterey Housing and Community Development Department is seeking proposals from qualified vendors to provide a modern, cloud-based Grant Management System (GMS) to support the administration of federal, state, and local funding programs. The system will centralize grant lifecycle management, including applications, agreements, financial tracking, compliance, reporting, and audit readiness. The solution must support both grants received by the County and funding issued to subrecipients and loan programs. Desired capabilities include real-time budget visibility, workflow automation, reporting dashboards, and integration with Oracle Cloud ERP and federal systems such as HUD’s Integrated Disbursement and Information System. The County aims to replace spreadsheet-based processes with a secure centralized platform that improves transparency, data analytics, and program oversight across housing and community development programs.
