Greyhound Rock Cabins and Environmental Education Center Site Plan
The County of Santa Cruz is seeking qualified consulting firms to provide comprehensive planning, environmental review, design, and business planning services for the Greyhound Rock Low-Cost Accommodations and Environmental Education Center project located within Greyhound Rock County Park. The project aims to create affordable overnight cabin accommodations and an environmental education facility while protecting sensitive coastal resources and expanding equitable public access to the coast. The selected consultant will lead technical studies, site analysis, conceptual design alternatives, community and Tribal engagement, environmental permitting, and CEQA documentation. Additional responsibilities include preparing conceptual and schematic site plans, environmental mitigation strategies, and advancing preliminary construction documentation to approximately 60% design completion. The project also requires development of a detailed business plan outlining operational models, revenue projections, and long-term financial sustainability aligned with the California Coastal Commission's lower-cost accommodation requirements. Through collaborative stakeholder engagement and regulatory coordination, the project will deliver a community-serving coastal destination that supports environmental education, affordable public access, and stewardship of natural resources.
