Group Receiving Care Programs
The Washington State Department of Children, Youth & Families is seeking qualified contractors to establish three Group Receiving Care programs serving King, Cowlitz, and Snohomish counties. These programs will provide short-term, emergency placements for children from birth through age twelve, as well as older siblings up to age eighteen, who are entering care or experiencing urgent placement changes. Each site will operate five beds and provide 24-hour supervision, stabilization services, and developmentally appropriate care. Contractors must implement trauma-informed, culturally responsive, and LGBTQIA+ affirming programming, with an emphasis on safety, emotional support, and transition planning. Services include daily living assistance, structured routines, recreational and learning activities, family contact coordination, and weekly transition planning. The objective is to stabilize children quickly and move them into reunification or long-term placements, typically within fifteen days, with limited extensions when necessary.
