Healing Engagement Advocacy Reciprocity Training (HEART) Family Navigation and Support Services
Clackamas County is seeking proposals from qualified organizations to provide Healing, Engagement, Advocacy, and Reciprocity Training (HEART) Family Navigation and Support Services for families involved with the county’s juvenile justice system. The program focuses on engaging parents and guardians of justice-involved youth through culturally responsive, trauma-informed support services designed to reduce recidivism and strengthen family stability. Selected providers will deliver family navigation, advocacy, and parenting education services that help families navigate complex systems including the juvenile justice system, schools, behavioral health, and community resources. The contractor will provide individualized support through trained Family Navigators who assist parents in addressing barriers such as poverty, substance use, mental health challenges, and limited access to services. The program also includes parenting classes, skill-building workshops, community engagement activities, and family support groups designed to build protective factors and strengthen family relationships. Providers will collaborate with the Clackamas County Juvenile Department, participate in monthly case coordination meetings, and report program outcomes using structured performance metrics. The overall goal is to increase family engagement, improve youth outcomes, and support long-term community stability.
