Hearing Officer Services
The City of Newport Beach is soliciting proposals from qualified attorneys to serve as independent hearing officers to preside over administrative hearings related to municipal code enforcement and other quasi-judicial matters. The selected consultant will operate as a neutral decision-maker who conducts hearings, evaluates evidence, administers oaths, and ensures proceedings comply with applicable municipal, state, and federal laws. Responsibilities include reviewing written and digital evidence, hearing testimony from city staff and appellants, managing hearing procedures, and issuing well-reasoned written decisions that include findings of fact and legal conclusions. Hearings may involve administrative citations, nuisance abatement issues, short-term lodging enforcement, permit or license matters, and appeals of staff determinations. The consultant must maintain impartiality, uphold due process standards, and comply with conflict-of-interest and ethics regulations. Services will be provided on an on-call, as-needed basis during a proposed three-year contract term, with the possibility of multiple contract awards.
