WHAT THEY WANT
(Summarized from the RFP)
The Los Angeles County Metropolitan Transportation Authority (Metro) is seeking a contractor to provide high-volume, third-party recruitment support for the hiring of Bus Operators. Metro employs roughly 4,000 Bus Operators and needs continuous recruitment to backfill attrition, leave and promotions, and to staff expanding bus and rail lines. The contract may later be modified to add other high-volume frontline roles, such as Service Attendants, Mechanics and Custodians.

HOW TO SUBMIT
Proposals are submitted electronically by email to bids@metro.net, an address reserved exclusively for proposal submissions; all other communications go directly to the Contract Administrator. Proposals must be searchable Adobe PDF, organized in the prescribed format and bookmarked for navigation; PDF or ZIP attachments are recommended, and links to file-sharing services such as Citrix or Dropbox are not accepted. The email subject line must contain the vendor name, the LACMTA Contract Administrator's first and last name and the RFP number; where more than one email is needed, the subject line indicates the sequence (submittal 1 of 5, 2 of 5, etc.), and individual emails should be no larger than 20MB. Time of receipt is set by the email system's date and time stamp. The proposal has four volumes: Volume I Technical Proposal, Volume II Certification Forms, Volume III Price Proposal, and Volume IV DEOD Forms and Required Documents; Volumes III and IV are submitted together, separate from Volumes I and II. Proposers are advised to request delivery and read receipts and to send a verification email to the named Contract Administrator giving the vendor name, RFP number and number of emails sent. Contractor Pre-Qualification Applications, required where a proposal will exceed $500,000, are emailed separately to Pre-Qual@metro.net and are not included in the proposal.
