WHAT THEY WANT

(Summarized from the RFP)

The California Interagency Council on Homelessness (Cal ICH) is seeking a qualified contractor to provide ongoing maintenance and operations (M&O) for the Homeless Data Integration System (HDIS), a statewide Software as a Service (SaaS) data warehouse that consolidates Homeless Management Information System (HMIS) data from 44 regional Continuums of Care (CoCs) across California. The HDIS was launched in June 2021 and contains data dating back to 2017. It performs data cleansing and identity resolution using Master Data Management techniques to generate an unduplicated count of people experiencing homelessness, supports policy development, public transparency, legislative mandate reporting, Public Records Act responses, and data transfers to council member departments. The system handles both personally identifiable and non-personally identifiable information under established data governance and data use agreements.

Can ICH be used as a reference within the bidder qualifications form?

Compliance

▶

SOW Section 7.4 lists eleven numbered required documentation types, with item 4 being 'Security and Compliance Documentation.' EXHIBIT B: DELIVERABLES TABLE Section 1.4 (Documentation) lists only ten items and skips numbered item 4 entirely (the list jumps from item 3 to item 5). Should Security and Compliance Documentation be added to EXHIBIT B as its own Yes/No deliverable line, or is it not intended to be a separately tracked deliverable?

Scope/requirements

▶

The Incident Management SLA's liquidated-damages table (EXHIBIT E, Section 4) lists a First-Failure amount of 0.010% for Priority 1 and 0.05% for Priority 2, meaning the less-severe Priority 2 tier's first-failure penalty is listed as five times higher than Priority 1's. Can the State confirm the Priority 1 and Priority 2 liquidated-damages percentages in that table, since Priority 1 (Critical Impact) would be expected to carry the more severe penalty?

Is the 20% cost-increase cap on license quantity growth (Section 8.2) assessed cumulatively across Years 2 through 5 combined, or does the 20% ceiling reset each contract year?
