Proposals must be submitted electronically through the OregonBuys portal at https://oregonbuys.gov. Proposers must be registered on OregonBuys to access RFP documents and submit a proposal; RFP documents will not be mailed. One (1) electronic copy of the complete proposal package must be uploaded to OregonBuys. The proposal must be submitted in multiple files using the following naming conventions and formats: Administrative Proposal Response Form (ProposerName_AdminProposal, PDF, searchable); Pay Equity Certificate (ProposerName_AdminProposal_AppA, PDF); Redlined Sample Contract (ProposerName_AdminProposal_AppB, DOCX); License Agreements combined into one file (ProposerName_AdminProposal_AppC, PDF); Technical Proposal (ProposerName_TechnicalProposal, PDF, searchable); Requirements Traceability Matrix (ProposerName_RequirementsResponse, XLSX); Price Proposal (ProposerName_PriceProposal, XLSX). If any portion of the proposal is claimed as exempt from public disclosure under Oregon Public Records Law, a completed Affidavit of Trade Secret and a fully redacted electronic version of the relevant document(s), clearly labeled as redacted (ProposerName_DocumentName_Redacted, PDF), must also be submitted. The authorized representative must sign the proposal; digital signatures via DocuSign or Adobe Sign are permitted. Proposals submitted by any means not authorized by the RFP may be rejected.
