Housing Rehabilitation Program Implementation Services
The City of Mission Viejo is seeking proposals from qualified consultants to administer and implement its Housing Rehabilitation Program for the 2026–2027 term. The program supports the City’s community development goals by providing technical and financial assistance to qualifying low-income homeowners occupying single-family residences. Services include reviewing loan applications, determining applicant eligibility and creditworthiness, conducting property inspections, preparing rehabilitation work write-ups and cost estimates, coordinating with contractors and escrow companies, monitoring project construction progress, processing loan documentation, and ensuring compliance with federal Housing and Urban Development regulations and Community Development Block Grant requirements. The selected consultant will also support paint program implementation, historical preservation documentation, flood insurance requirements, and annual monitoring of approved loans and grants.
