The City of Hillsboro is seeking qualified vendors to provide, configure, implement, and maintain a modern, cloud-based Human Resources Information System to replace and consolidate its existing workforce management and human capital systems. Currently, the City utilizes multiple software platforms for core human resources functions, payroll, recruitment, onboarding, time and attendance, benefits administration, compliance, and reporting, resulting in inefficiencies and data silos. Through this Request for Qualifications, the City intends to shortlist vendors capable of delivering an integrated, scalable solution that streamlines operations, enhances reporting and analytics, supports employee and manager self-service, and improves compliance with applicable labor and regulatory requirements. The project includes implementation services, system configuration, integration with existing financial systems, change management, and post-go-live support.
