Independent Audit and Comparative Analysis of Animal Control Services Contract
The City of Roseville is seeking qualified independent consultants to conduct a comprehensive financial and operational audit of animal control and shelter services provided under its existing agreement with the Placer County Society for the Prevention of Cruelty to Animals. The objective of this project is to evaluate the true cost of mandated animal shelter services, analyze cost drivers, and assess operational efficiency. The selected consultant will also perform a comparative analysis of similar services across jurisdictions within Sacramento and Placer Counties to determine cost competitiveness and service alignment. The scope includes reviewing staffing, facility costs, intake processes, medical care, and revenue offsets such as adoption and redemption fees. The consultant will produce a detailed report, cost analysis, and comparative benchmarking to support the City’s decision-making regarding future contracting and service delivery strategies.
