Independent Registered Municipal Advisor Services
The City of Salem is seeking proposals from qualified firms to provide Independent Registered Municipal Advisor (IRMA) services to support its Finance Department. The selected advisor will assist with the planning, structuring, and issuance of municipal debt, including general obligation bonds, revenue bonds, and other financing instruments. Responsibilities include advising on market conditions, evaluating financing strategies, structuring debt, supporting bond issuance processes, and coordinating with stakeholders such as bond counsel, underwriters, and regulatory agencies. The advisor will also assist with financial analysis, debt management, compliance reporting, and identifying refinancing opportunities. Additionally, the consultant will help prepare official statements, support credit rating processes, and provide training and guidance to City staff on financial and debt-related matters. The intent is to establish a long-term advisory relationship to ensure effective financial planning and optimal financing outcomes for capital projects.
