WHAT THEY WANT
(Summarized from the RFP)
The City of San Bernardino is seeking an independent consultant to prepare an Industrial and Logistics Revenue and Economic Opportunity Feasibility Study covering warehouse, logistics, distribution, industrial storage, truck parking, and related commercial and industrial activity. The study is meant to give the Mayor and City Council an objective factual basis for decisions about the City's industrial and logistics revenue base. It begins with a threshold question, whether the City is fully capturing revenue already authorized under existing law, and only then evaluates whether new or modified revenue mechanisms, cost recovery, or other opportunities are legally and economically feasible. A 2022 regional inventory identified 76 large warehouse sites totaling roughly 27.5 million square feet, and the City Attorney's Office is conducting a parallel legal review.
