Industrial Symbiosis Technical Assistance Program
The Washington Department of Commerce is soliciting proposals from qualified firms to provide technical assistance for industrial symbiosis projects across Washington. Industrial symbiosis is an approach where one facility’s waste streams (energy, water, materials, residuals) become valuable inputs for other businesses, improving resource efficiency, reducing greenhouse gas emissions, and strengthening local economies. The contractor will develop a technical assistance framework and support projects with material and energy flow mapping, process redesign for resource efficiency, integration of symbiotic exchanges between facilities, technology and infrastructure assessments, feasibility and risk analysis, and guidance on regulatory and standards compliance. Eligible recipients of assistance may include ports, local governments, tribes, business parks, agricultural hubs, and industrial or utility facilities seeking to optimize resource use and reduce waste. In addition, the contractor will develop public-facing education and engagement materials on industrial symbiosis and circular economy concepts for statewide use.
