Investigative Services
The City of Modesto is seeking proposals from qualified consulting firms to provide investigative services for its Human Resources Department. The purpose of this request for proposals is to establish agreements with multiple investigative firms capable of supporting personnel investigations over a two-year period. Services may include surveillance, investigative research, background investigations, interviews, undercover investigations, locating individuals, digital and internet tracing, computer examinations, and electronic surveillance countermeasures. Selected consultants must ensure all investigative work complies with applicable federal and state laws and professional standards. Investigators should demonstrate experience in public-sector personnel investigations and may hold credentials such as Public Safety Officers Bill of Rights Act compliance expertise, familiarity with the Firefighter Bill of Rights, Peace Officer Standards and Training-certified background investigator status, or Certified Fraud Examiner credentials. The City intends to retain consultants who can provide timely and professional investigative support for human resources cases while maintaining confidentiality, regulatory compliance, and high standards of investigative methodology.
