The City of Kirkland is seeking a qualified consultant to design, administer, analyze, and report on a statistically valid community survey to measure resident satisfaction and priorities regarding City services. The selected consultant will collaborate with City staff to develop a survey instrument, implement a random-sample methodology using industry best practices, collect and analyze survey data, and present findings in both written and oral formats. Survey results will inform the City Council and staff during the biennial budgeting process and contribute to the City’s performance evaluation framework, the Kirkland Quad. The project includes survey drafting, data collection, analysis, reporting, and presentation at the May 29, 2026, City Council budget retreat.
