Kitsap County Park Impact Fee Rate Study
Kitsap County is seeking a qualified consultant to conduct a comprehensive park impact fee rate study to support updates to its existing impact fee program. The county’s impact fees are intended to fund public facilities required to serve new growth, and park fees have not been fully reviewed since 2003, aside from consumer price index adjustments. The selected consultant will evaluate the current methodology, update project data and costs, and develop a revised park impact fee structure. The study will include revenue projections for the next ten years, recommendations for municipal code revisions needed to implement the new fee, and coordination with county staff throughout the process. The consultant will also prepare data tables and a fee schedule, draft reports and presentations, and present findings at public meetings. The goal is to provide decision‑makers with accurate, up‑to‑date analysis to ensure the impact fee program keeps pace with projected population growth and park system needs.
