Labor Compliance Services for Community Development Block Grant Funded Construction Project
The City of Torrance is seeking qualified consultants to provide labor compliance services for Community Development Block Grant funded construction projects focused on sidewalk improvements for disabled accessibility. These projects, scheduled across fiscal years 2026 through 2029, involve activities such as sidewalk repairs, curb ramp construction, and related infrastructure enhancements. The selected consultant will ensure compliance with federal, state, and local labor regulations, including the Davis-Bacon Act, prevailing wage laws, and Section 3 requirements. Responsibilities include preconstruction compliance reviews, contractor eligibility verification, payroll monitoring, wage interviews, enforcement reporting, and post-construction documentation and reporting. The consultant will also coordinate with the U.S. Department of Housing and Urban Development and maintain detailed compliance records.
