The County of Marin is seeking qualified consultants to conduct a comprehensive Development Impact Fee (DIF) Nexus Study and update its existing fee programs. The selected consultant will evaluate current impact fees, identify infrastructure and facility needs associated with new development, and ensure compliance with applicable laws, including the Mitigation Fee Act and Assembly Bill 602. The project includes preparing a nexus analysis to establish the relationship between development impacts and required public infrastructure, such as roads, parks, public safety facilities, and drainage systems. Additionally, the consultant will develop updated fee schedules, assess administrative practices, and conduct a Residential Feasibility Analysis to evaluate the financial viability of housing development under proposed fee structures. The scope also includes stakeholder engagement, public outreach, and preparation of reports and presentations to support policy decisions and implementation of the updated DIF program.
