Lead and Copper Rule Improvement Services
The City of Ontario is seeking proposals from qualified consulting firms to provide Lead and Copper Rule Improvement (LCRI) services to support compliance with regulations issued by the United States Environmental Protection Agency. The selected consultant will validate the City’s lead service line inventory using approved statistical modeling techniques for more than 42,000 service connections and conduct field inspections where necessary to confirm pipe materials. The consultant will also coordinate and perform lead sampling at licensed childcare facilities and elementary schools within the City’s water service area, working with certified laboratories to analyze samples and report results through state water quality reporting systems. Additionally, the consultant will develop educational outreach materials and communication templates for schools and childcare facilities explaining lead exposure risks, regulatory requirements, and sampling procedures. The project aims to ensure regulatory compliance, improve public health protections, and provide accurate documentation of water infrastructure conditions across the City’s drinking water distribution system.
