WHAT THEY WANT
(Summarized from the RFP)
The Oregon Department of Public Safety Standards and Training (DPSST) seeks a commercial off-the-shelf, cloud-based Learning Management System (LMS) and related implementation services to replace multiple aging legacy data systems (Skills Manager, Acadis, Stars, and Iris) scheduled to sunset in the third calendar quarter of 2027. The LMS must be either GovRAMP™ Authorized or FedRAMP® Certified, hosted in a GovCloud environment, and fully compliant with FBI Criminal Justice Information Services (CJIS) Security Policy and applicable State of Oregon CJIS requirements. DPSST serves more than 50,000 public safety constituents — including police, corrections, fire, parole and probation, emergency medical dispatch, and telecommunications personnel — across a 213-acre Salem campus and regional locations statewide.
