Legal Services for Richmond Housing Authority
The Richmond Housing Authority is seeking qualified legal firms to provide professional legal services on an as-needed basis to support housing authority operations and tenant-related enforcement activities. The selected firm will assist the agency with unlawful detainer actions, lease enforcement, tenant disputes, and civil litigation defense associated with public housing operations. Services include preparing statutory notices, representing the authority in eviction proceedings, advising staff on tenant compliance matters, and ensuring adherence to federal housing regulations and Housing and Urban Development grievance procedures. The firm will also provide risk management guidance, review policies and lease language, and assist with compliance related to fair housing laws and local rent program regulations. Additional responsibilities include responding to claims and demand letters, coordinating with the City Attorney’s Office when required, and maintaining organized case documentation with regular status updates. The estimated contract value is $300,000 for an initial two-year term with optional extensions.
