Long-Term Care Ombudsman and Elder Abuse Prevention
Stanislaus County is seeking qualified organizations to operate the Long-Term Care Ombudsman and Elder Abuse Prevention programs through its Department of Aging and Veterans Services, Area Agency on Aging. The selected contractor will provide advocacy, investigation, and support services for residents of long-term care and residential care facilities, ensuring protection of residents’ rights, dignity, safety, and quality of care. Services include responding to complaints, conducting investigations, supporting residents and families, and coordinating with regulatory and protective agencies. The program also includes public outreach, training, and collaboration with community partners to prevent, detect, and respond to elder abuse, neglect, and exploitation, including financial abuse. Contractors must maintain trained and certified Ombudsman representatives who meet required training and continuing education standards. The program operates with federal and state funding under the Older Americans Act and related regulations, and aims to strengthen local systems that protect older adults through education, intervention, reporting, and coordinated services across health care, social services, and legal systems.
