Measure D Initiative Campaign Analysis and Strategy Development
The County of Alameda is seeking a qualified contractor to provide campaign analysis and strategy development services related to Measure D Save Agriculture and Open Space Lands. Measure D, originally approved by voters in 2000, restricts amendments to the County General Plan without voter approval. The County is evaluating potential targeted amendments that would restore limited legislative authority to the Board of Supervisors while preserving protections for agricultural and open space lands. The selected contractor will conduct voter opinion research, demographic analysis, and polling to assess public awareness, support levels, and feasibility of proposed amendments. Services include development of neutral polling instruments, impact and feasibility analysis, financial analysis related to planning activities, and strategic election messaging recommendations. The contractor will also prepare comprehensive reports summarizing research findings and provide high-level election outreach strategies addressing both supportive and opposing ballot arguments.
