Meter Data Management and California Independent System Operator Audit Reporting Services
The City of Roseville is soliciting proposals from qualified vendors to provide Meter Data Management (MDM) and audit reporting services related to its participation in the Energy Imbalance Market as a Scheduling Coordinator. The selected consultant will support the Roseville Electric Utility by reading and recording meter data, performing validation, editing, and estimation processes, and aggregating interval readings for energy generation and interchange meters. The consultant will also submit Settlement Quality Meter Data to the California Independent System Operator and ensure compliance with applicable metering and reporting requirements. Additional responsibilities include producing annual and bi-annual audit reports confirming compliance with approved meter data plans and tariff requirements, identifying audit findings, and recommending corrective actions. Deliverables include meter data transmissions, interval data reporting, and audit documentation delivered through secure file transfer or application programming interfaces. The contract is expected to begin after City Council approval and may include an initial three-year term with options for two additional one-year renewals.
