Municipal Advisor Services Agreement
The City of Fresno Finance Department is seeking qualified municipal advisory firms to provide professional financial advisory and consulting services related to municipal debt issuance and long-term financial planning. The selected advisor will support the City in structuring and executing bond transactions, analyzing financing alternatives, and advising on optimal debt strategies. Responsibilities include assisting with bond market access, preparing offering documents, coordinating with bond counsel and underwriters, evaluating credit and insurance options, and assessing market conditions. The advisor will also help market bond sales, analyze bids from underwriters, and guide the City through the financing process. In addition to transaction-specific services, the advisor will provide ongoing consulting on financial strategies, policy review, disclosure compliance, and updates to the City’s credit and debt management policies. The contract term will be five years with two optional one-year extensions. The City anticipates issuing bonds within the next 6 to 12 months, potentially to finance approximately $100 million in infrastructure improvements, including street and road projects, with additional financing opportunities for utilities and airport enterprises.
