New Business Improvement District Formation
The City of Santa Monica is seeking qualified consultants to lead the formation of a new Business Improvement District along the Ocean Park Boulevard corridor. The selected consultant will guide the project from initial research through City Council adoption, ensuring compliance with the California Streets and Highways Code and Proposition 218 requirements. Services include legal analysis, stakeholder identification and database development, comprehensive outreach and engagement, district boundary and assessment methodology design, preparation of management and financial plans, and full legal formation support including resolutions, petitions, ballots, and public hearing presentations. The consultant will also assist with nonprofit organization formation and governance structure development if applicable. The project requires strong project management, multi-stakeholder coordination, financial modeling, and public process facilitation to complete formation by September 30, 2026.
