Nexus Study for Park Land Dedication In-Lieu Fees
The City of Cupertino is seeking a qualified consultant to prepare a nexus study to review and update its existing parkland-in-lieu fee program for new residential development. The study will evaluate the current fee structure, confirm compliance with the Quimby Act and Mitigation Fee Act, and ensure the program is equitable, current, and legally defensible. The consultant will review demographic trends, development patterns, parkland inventory, and appraisal data, and develop an updated fee methodology and calculation model. The work also includes policy and legal review, recommended ordinance or code updates, preparation of draft and final reports, a fee calculation tool, and presentation to the City Council. The goal is to provide a transparent, defensible fee program and a methodology that the City can maintain and update annually in support of future park and recreation improvements.
