Northgate Specific Plan
The City of San Rafael is seeking consultant services to prepare the Northgate Specific Plan and associated environmental review for a priority development area in North San Rafael. The project will establish a long-range planning framework to guide sustainable, transit-oriented growth around the Northgate area, including mixed-use development, housing, mobility improvements, and community infrastructure. The selected consultant will conduct community engagement, technical analysis, land-use alternatives, and prepare a preferred plan, followed by a full draft specific plan and zoning amendments. The work also includes preparation of an Environmental Impact Report in compliance with the California Environmental Quality Act. The plan will address housing needs, anti-displacement strategies, multimodal transportation, infrastructure capacity, and equity considerations, while aligning with regional transit-oriented communities policies. The project is funded through a regional grant and is intended to support coordinated growth, improved transit access, and enhanced public spaces through 2028.
