The City of Union City is seeking qualified environmental consulting firms to provide on-call services supporting environmental review for development and planning projects. The purpose of this Request for Qualifications is to establish a prequalified consultant list to assist the City’s Planning Division with compliance under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). Selected consultants may prepare a wide range of environmental documentation, including Initial Studies, Environmental Impact Reports, Mitigated Negative Declarations, and technical analyses such as biological, cultural, and noise studies. Consultants may also conduct peer reviews and assist with regulatory compliance, notices, and mitigation monitoring programs. Both multidisciplinary and specialized firms are encouraged to apply. The resulting consultant list will be used on an as-needed basis for City-led and private development projects, with an initial term of four years. Inclusion on the list does not guarantee contract work but allows firms to be considered for future project-specific engagements.
