The City of Newport Beach is seeking qualified consultants to provide on-call harbor management community outreach services. The purpose of this Request for Qualifications is to support the City in developing and implementing a comprehensive communications and engagement strategy related to harbor management and tidelands oversight. Services include creating communication plans, developing messaging and outreach materials, coordinating public meetings and stakeholder engagement activities, and managing digital content such as social media, videos, and web updates. The selected consultant will also monitor public sentiment, analyze engagement metrics, and provide reporting to guide strategy adjustments. The initiative aims to improve transparency, ensure consistent public communication, and foster meaningful community participation in planning and decision-making processes related to harbor management. The contract term is expected to be two years with optional renewals.
