On-Call Personnel Investigation Services
The City of Newport Beach is seeking qualified consultants or investigative professionals to provide on-call personnel investigation services for employee and workplace-related matters. The selected contractor(s) will conduct independent, neutral, and thorough investigations into allegations such as workplace misconduct, harassment, discrimination, workplace violence, and violations of departmental rules or laws. Investigators will review relevant federal and state regulations, analyze documentation and evidence, conduct interviews with involved parties, assess witness credibility, and produce formal written investigative reports summarizing findings. The services will support the City Attorney’s Office and may include testimony at civil service hearings or disciplinary proceedings when required. Investigators will also provide ongoing written updates and monthly progress reports detailing investigation status and milestones. The City anticipates approximately ten disciplinary investigations annually and may award contracts to multiple vendors to ensure the timely completion of cases. The contract term is expected to be three years, and vendors must demonstrate experience conducting investigations for public agencies in California.
