The City of Spokane is seeking qualified firms to provide on-call public engagement services in support of Integrated Capital Management projects. The City intends to award multiple contracts to firms capable of assisting with planning, design, and implementation phases of capital projects. Services include development of public engagement plans, stakeholder coordination, facilitation of workshops and public meetings, digital engagement strategies, survey development, branding and communications materials, youth and non-traditional outreach, and documentation of engagement outcomes. Consultants will work collaboratively with City staff to tailor engagement strategies to project-specific budgets, timelines, and community needs. Work will be performed on an hourly, labor-plus-expense basis, with contracts structured for an initial two-year term and optional renewals. The City seeks experienced firms with at least five years of public engagement experience to provide flexible, scalable outreach and communications support.
