On-Site Sewage System Code and Local Management Plan Update
Island County Public Health is seeking qualified consultants to conduct technical analysis, stakeholder engagement, and drafting services to update the County’s On-Site Sewage System (OSS) code and Local Management Plan (LMP). The update is required due to revisions to Washington Administrative Code 246-272A and the need to modernize the County’s 2007 LMP. The consultant will review and analyze the existing OSS code and LMP, identify regulatory gaps, and draft updated documents aligned with current scientific data, environmental conditions, and state regulations. The project includes facilitating targeted stakeholder engagement with County staff, planning officials, OSS professionals, developers, and community groups. The updated LMP must address environmental challenges such as sea level rise, nonpoint source pollution, and shellfish bed protection, while incorporating recommendations for innovative and alternative septic systems. Deliverables include stakeholder engagement summaries, a project work plan, and complete draft versions of the updated OSS code and LMP.
