Multiple firms may be awarded contracts, and a single firm may be awarded one or more Consulting Categories. Sound Transit reserves the right to award no contract for any given category.

Given the breadth of the proposed scope, the multiple consulting categories, and the coordination required among prime and subconsultant team members, the proposer requests consideration of a two-week extension to the proposal due date, currently scheduled for October 21, 2026, at 3:00 PM PST. An extension would allow additional time to assemble the strongest possible teams, develop thoughtful responses, and maximize participation from DBE and Small Business partners.

ORCA's objective highlights access to specialized SMEs, industry best practices, and lessons learned from comparable programs. Within the two-page Section 2 response, should proposers prioritize demonstrating relevant experience supporting major fare collection modernization programs and procurements, or focus on the consulting approach and resources that would be available to support future ORCA task orders?
