Operation of a Public Transit System
The County of Kern Department of Public Works is seeking proposals from qualified contractors to operate the Kern Transit public transportation system serving the unincorporated communities throughout Kern County, California. The contractor will manage day-to-day transit operations, including bus drivers, dispatchers, scheduling, customer service, and administrative functions, while utilizing county-owned vehicles and infrastructure. The system includes fixed-route service across 12 routes and Dial-A-Ride demand-response service for six rural communities, providing connections across approximately 8,000 square miles of service area. Responsibilities include staffing, driver training, dispatch operations, safety management, passenger assistance, fare collection procedures, reporting, and coordination with county transit management. The contractor must maintain operational efficiency, safety compliance, and customer service standards while supporting performance monitoring and service improvements. The selected vendor will operate and manage the system for an anticipated five-year contract period while coordinating with the county on service enhancements, emergency transportation support, and operational reporting requirements funded in part by state and federal transit programs.

Proposal Submission
Proposers must submit six printed copies and one digital copy on a thumb drive to Kern County General Services Division, 1115 Truxtun Avenue, 3rd Floor, Bakersfield, California 93301. Proposals must be sealed and clearly labeled Operation of a Public Transit System KT-2026. Submissions may be delivered in person, by courier, or by mail and must be received before the deadline.
