Opioid Prevention Communication Campaign
Marion County Health and Human Services is seeking a qualified contractor to develop and manage an opioid prevention communication campaign aimed at increasing public awareness about the risks of opioid misuse, fentanyl exposure, and substances with opioid-like effects such as kratom. The selected contractor will provide end-to-end services including campaign strategy, creative development, production of campaign assets, media planning, placement and buying, and ongoing campaign management. Campaign content will be delivered in both English and Spanish and distributed across digital channels such as streaming audio platforms, podcast advertising, and paid social media. The contractor will design culturally appropriate messaging targeted toward specific populations including pregnant women, women of childbearing age, unhoused individuals, youth, and the general public. Responsibilities also include media performance monitoring, optimization, and reporting on campaign outcomes using defined key performance indicators. The project aims to reduce stigma related to opioid addiction, encourage help-seeking behaviors, and educate communities about substance misuse risks through an evidence-based public health communications strategy.
