Organizational Assessment and Operational Audit Services
The County of San Benito Clerk, Recorder, and Elections Department is seeking qualified consultants to conduct a comprehensive organizational assessment and operational audit. The selected consultant will evaluate departmental structure, staffing levels, statutory responsibilities, workflow processes, compliance obligations, and operational effectiveness. The review will assess the workload distribution across the County Clerk, Recorder, and Elections divisions, particularly in light of staffing reductions from 11 to 7 full-time employees. The consultant will analyze compliance with the California Elections Code, the Government Code, and federal election requirements; identify inefficiencies and risk exposure; and benchmark practices against similarly sized California counties. Deliverables include a detailed audit report, prioritized recommendations, implementation roadmap, staffing and structural recommendations, and a three-to-five-year strategic plan to ensure sustainability, compliance, productivity, and effective service delivery within fiscal constraints.
