The City of Richmond is seeking a highly qualified and independent Owner’s Advisor to support the development and procurement of a long-term contract operator for its Wastewater Treatment Plant, wastewater collection system, and stormwater collection system. The selected consultant will provide technical, contractual, regulatory, and procurement advisory services to ensure a transparent, defensible, and performance-based operator selection process compliant with California Public Contract Code and applicable environmental permits. Services include reviewing existing system data, drafting a comprehensive performance-based operator agreement, preparing a legally compliant Request for Proposals, assisting with evaluation and negotiations, and supporting contract award. Optional post-award transition assistance may include regulatory coordination, transition planning, risk management, and operational continuity oversight. The engagement is critical to maintaining uninterrupted wastewater and stormwater operations, regulatory compliance, and protection of public health and the environment as the City’s current operator contract expires in May 2027.
