Park Impact Fee Nexus Study Update and Park Dedication Requirements
The City of Sacramento is seeking a qualified consulting firm to update its Park Impact Fee Nexus Study and revise park land dedication requirements to align with recently adopted planning and policy standards. The project supports implementation of the Parks Plan 2040 and the 2040 General Plan by establishing a legally defensible basis for impact fees and Quimby Act land dedication requirements. Services include analysis of land values, construction and maintenance costs, level-of-service standards, fee rate systems, and development impact fee structures. The consultant will evaluate adjustments for higher-density development, explore funding strategies for park acquisition and maintenance, and assess alternative financing mechanisms. The work also involves reconciling floor area ratio policies with resident-based park standards, updating in-lieu fee valuation, and ensuring compliance with the Mitigation Fee Act. The outcome will be documentation and technical justification necessary for City Council adoption of updated fees, dedication standards, and long-term park funding strategies citywide.
