Park Impact Fee Study Request for Qualifications
The City of Kent Parks, Recreation and Community Services Department is seeking qualified consultants to conduct a comprehensive Park Impact Fee Study to update its existing fee structure. The project involves reviewing and evaluating the current Parks Impact Fee (PIF) methodology, last updated in 2021, to ensure alignment with current best practices, legislative requirements, and anticipated community growth. The selected consultant will analyze demographic trends, land use patterns, and recreational demand to recommend an updated and equitable fee schedule. Services include assessing existing impact fee structures, forecasting growth and associated costs, evaluating capital improvement projects, and developing financial models and revenue projections. The consultant will also engage stakeholders, conduct public outreach, and present findings to City staff and elected officials. Deliverables include draft and final reports, updated fee methodologies, and supporting documentation to guide policy decisions and implementation.
