Parks and Recreation Development Impact Fee Nexus Study
The City of Santa Monica is seeking qualified consultants to conduct a Development Impact Fee Nexus Study for parks and recreation facilities. The purpose of the study is to evaluate and update the City’s existing Parks and Recreation Impact Fee to ensure compliance with California legal requirements governing development impact fees. The selected consultant will analyze current and projected development, assess facility needs, determine the relationship between new development and demand for park and recreational infrastructure, and establish a legally defensible nexus between impacts and proposed fee adjustments. The work will support the Public Works Department’s Architecture Services Division and must reflect financial analysis, demographic projections, capital planning considerations, and applicable statutory requirements. The contract term is one year, with two optional one-year renewals at the City’s discretion.
