The Judicial Council of California is seeking a contractor to provide senior-level consultants to support the statewide Phoenix financial and human resources system used by the state’s trial courts. The selected vendor will supply technical, functional, and project management resources to maintain, enhance, and operate the SAP-based platform that manages accounting, payroll, procurement, and related administrative functions. Services include system configuration, development, integration, reporting, quality assurance, security, and training support, as well as project management and ongoing maintenance. Consultants must have extensive experience with mature SAP environments and will work alongside Judicial Council staff to ensure system reliability, compliance, and continuous improvement. The contract will support operational services for financial and payroll functions, as well as system upgrades, integrations, automation, and modernization initiatives across the courts. The goal is to maintain a unified, efficient, and compliant enterprise system while transferring knowledge to internal staff to build long-term independence in system operations.
